The risk of formulating goals that are simple is that you then do not formulate goals that are most relevant to the business. Then it is better to formulate clear goals, rather than measurable goals. A goal that is clear does not have to be measurable. To formulate goals around something that is difficult to measure e.g. subjective experiences of well-being or commitment can certainly be measured with surveys of various kinds, but such measurements are seldom sufficiently accurate.
If it is difficult to measure, it can be just as well to state that you agree on what you should do to evaluate with quality whether you have reached the goal. And if it is clear how and when you evaluate, it contributes to clarity when it comes to your goals. The goals can be broken down into measurable indicators, but it must never be of paramount importance for the goals to be relevant and important.
